Vijay (Jeetendra) loves Aarti (Bhanupriya) daughter of a business tycoon Mr. Chadha (Anupam Kher), who does the illicit business of drugs with the help of a Politician Minister Parshuram (Vikram Gokhale).

Mr. Chadha fixes the marriage of Aarti (Bhanupriya) with Vicky (Raj Kiran), the brat son of Parshuram (Vikram Gokhale). However, Aarti is adamant about marrying Inspector Vijay (Jeetendra).

Babla (Raza Murad) and his younger brother Janardan (Kiran) are also a part of the drug mafia, connected to Chadha and Minister Parshuram in one way or another.

A man named Jai Kishan (Satish Kaul) has a blind sister Asha (Sangeeta Naik), and he needs money for her operation. He has a lover Nisha (Disco Shanti), who works as a dancer in the Hotel owned by Babla (Raza Murad) and Janardan (Kiran Kumar).

Babla and Janardan know that Jai  Kishan needs money. They hire him to plant a bomb in the city. However, Inspector Vijay catches Jai Kishan and defuses the bomb too. When Babla and Janardhan fail to take Jai Kishan out of police custody, they seek the help of Chadha (Anupam Kher).

In the meantime, Inspector Vijay gathers information about the blind sister of Jai Kishan and meets her. Knowing that Jai Kishan may tell the truth to Inspector Vijay for his sisterly emotions, Chadha, with the help of Rakesh (Tej Sapru), a colleague of Inspector Vijay (Jeetendra), gives poison to Jai Kishan to die in the police custody.

On the other hand, Vijay goes to Nisha (Disco Shanti), the hotel dancer and love interest of Jai Kishan (Satish Kaul). However, Janardan kills Nisha with an electric current which proves to be an accident with the help of Inspector Rakesh (Tej Sapru).

After killing Jai Kishan and his love interest Nisha, the mafia team plans to trap Inspector Vijay legally. One day, a constable Charanjeet (Viju Khote) visits blind Asha (Sangeeta Naik) and informs her that Inspector Vijay wants to meet her.

Asha accompanies the constable, who brings her to a godown where Vicky (Raj Kiran), son of Minister Parshuram (Vikram Gokhale), rapes Asha and frames Inspector Vijay for the rape with the help of Inspect Rakesh (Tej Sapru). Vijay (Jeetendra) goes to jail, and Aarti (Bhanupirya) starts living in his house, treating herself married to Vijay.

Ajay (Chunky Pandey) returns home after completing the study and finds Aarti (Bhanupriya). After knowing the entire story, Ajay becomes a police officer and starts investigating the matter.

One day, while Ajay visits the Hotel where Nisha (Disco Shanti) used to work as a dancer, he watches Pooja (Farah) as a dancer. Heartbroken, Ajay returns home, and Pooja follows him. Pooja discloses that Nisha (Disco Shanti) was her sister, and Pooja wants to avenge her killing.

Ajay tries to prove the innocence of his brother Vijay, but Inspector Rakesh fails his plans, and Ajay has to explain the situation before the Police Commissioner (Om Shivpuri). Frustrated by the system, Ajay resigns from the police job and takes an illegal way.

Ajay and Pooja (Farah) kidnap the school-going son of Inspector Rakesh (Tej Sapru) and ask him to prove his brother's innocence to get his son back. Rakesh does the same, and Vijay is acquitted and gets his job back.

However, in the meantime, Janardan kills Rakesh when he comes to take his son back. Pooja (Farah) and Rakesh's son witness the murder of Rakesh. Janardhan hits Pooja, leaving her to die.

Ajay now takes the law into his hands to take avenge, while Inspector Vijay will not allow anyone to go against the law.
