Arjun Singh is a brave and honest police officer. He lives with his father (Satyen Kappu) and a younger sister. Inspector Khan (Om Puri) is also a brave and honest police officer and best friend of Arjun.
Arjun and Kaajal (Raveena Tandon) are in love. Kaajal is the daughter of Assistant Commissioner of Police Amar Agnihotri (Mohan Joshi), another honest and brave police officer.
Lankeshwar (Danny Denzongpa) is a corrupt and cruel police officer who works as a Jailer in the Central Jail near Mumbai. He does every possible illegal business from the Central Jail and uses it as a trade center for unlawful weapons and drugs.
Ajgar (Mukesh Rishi) is a ruthless criminal with capital punishment. However, he is the henchman for Lankeshwar and even kills people by going outside the jail.
During such a killing assignment, ACP Amar (Mohan Joshi) sees Ajgar and follows him. Ajgar enters the jail, and ACP Amar can not prove him a culprit.
ACP Amar, with Police Commissioner (Alok Nath), meets Home Minister (Tinnu Anand) and informs him about the illegal activities of Lankeshwar.
ACP Amar proposes that a police officer should go to jail as a culprit and collect pieces of evidence against Lankeshwar. He also suggests the name of Inspector Arjun for the very purpose.
Since the plan is secret, only Arjun, ACP Amar, Police Commissioner, and Home Minister know about it. However, ACP Amar also informs Hariram (Shivaji Satam), a reliable police constable, about the plan.
Accordingly to the plan, Arjun fires a blank bullet on ACP Amar, and the ACP pretends to be dead. Arjun pleads guilty in court and sends to Central jail.
Arjun learns that the jail is a center for the illegal activities of Lankeshwar. A convict (Harish Patel) also helps him because he sees daring in the eyes of Arjun in front of Lankeshwar.
Hariram visits the central jail, and Arjun informs him that the arms are in the Central Jail but will soon be out. He asks Hariram to report to ACP Amar in this regard.
When Hariram wants to meet ACP Amar, the Police Commissioner (Alok Nath) says he is dead. Hariram reveals that he knows about the secret plan and has a piece of important information for ACP Amar. However, the Commissioner states that ACP Amar is hiding and can not come out openly. Hariram reports to the Police Commissioner, who promises to raid the jail soon with the Home Minister.
Hariram again visits the jail and informs Arjun of everything. In the meantime, Ajgar (Mukesh Rishi) arrives and captures Hariram. Ajgar and Lankeshwar (Danny Denjongpa) hang Hariram to death. Arjun helplessly watches the entire episode.
On independence day, the Home Minister and the Police Commissioner visit the Central Jail to hoist the flag. Arjun asks them to arrest Lankeshwar but is shocked to know that both Commissioner and Home Minister are in alliance with Lankeshar.
In the meantime, Ajgar kills Arjun's father and sister and throws their dead body outside the Central Jail. Arjun also learns that Lankeshwar, Home Minister, and Commissioner have already killed ACP Amar.
Arjun wants to avenge the death of his father, sister, and ACP Amar. However, he is in a web of lies and deceit, and it seems impossible to come out from there because no one is there to help him. What happens next is the rest of the story of Vinashak-Destroyer.
