Raja (Jackie Shroff) is an orphan. A kind-hearted man (Akash Khurana) has nurtured him as a younger brother. Raja also threatens him like his elder brother.
Raja does petty smuggling with Kevin (Gulshan Grover). They work for Dhani, whom Raja has never seen. Priya (Manisha Koirala), his love interest, often tries to convince Raja to leave the illegal life to enjoy a peaceful life with her.
Eventually, Raja agrees to Priya and meets with the honest ACP (Avtar Gill) through constable Shantaram (Mushtaq Khan), a good friend of Raja.
In a parallel track, Raja's brother rapes Jaya (Sudha Chandran), his domestic help and sister of Raja's friend, and makes her pregnant. Kavin (Gulshan Grover) and the corrupt police inspector Kotak (Paresh Rawal) kill Jaya and frame Raja for the murder. Moreover, Inspector Kotak asks the jailer (Arun Bakshi) to torture Raja in jail.
What happens to the love story of Raja and Priya? Will Raja discover the killer of Jya and prove his innocence? The film Milan gives replies to all such queries.
