Gangadhar Choudhary (Amrish Puri) is a powerful and cruel man who lives in Shikarpur, a rural area of India. The people in Shikarpur are illiterate and timid, so Chaudhary rules over them with an iron fist.
Choudhary owns most of the land surrounding his palatial home, except for a small patch of land owned by Veer Singh (Alok Nath). Choudhary wishes to buy Veer Singh's land, but Veer Singh refuses to sell his land.
Gangadhar's goons kill Veer Singh with a knife, and the Munim (Rajesh Puri) takes a thumbprint of Veer Singh on his property papers. Suraj (Master Niyamat), the young son of Veer Singh, witnesses all these and wows to take avenge.
On the other hand, Gangadhar visits the village temple for God's blessing for his pregnant wife. However, while praying in the temple, he learns that his wife dies before giving birth to a baby boy. Gangadhar blames God for this misfortune and orders to close the temple forever. Gloomy Gangadhar adopts his brother's (Dev Malhotra) young son Ratan (Master Naeem).
Salma Khan (Sushma Seth), a widow, lives in Shikarpur with his young son Iqbal (Master Imran). She starts taking care of Suraj and treats him like her elder son. However, Gangadhar does not like the attitude of young Suraj and orders his goons to kill him.
Salma Khan, realizing the danger, asks Suraj to run away. The goons follow Suraj, who unfortunately falls into a deep river. The goons return, assuming Suraj died.
An army officer (Sudhir Dalvi) sees the unconscious Suraj, brings him to his home, and nurtures him like his son.
Suraj Singh (Vinod Khanna) is an army officer and has won Veer Chakra twice. Suraj resigned from the Military to avenge Gangadhar for his father's death. On the other hand, grown-up Iqbal (Raj Babbar) is an honest police officer who works under the strict, sincere, and righteous Collector (Raaj Kumar).
Suraj meets Iqbal (Raj Babbar) requests Suraj (Vinod Khanna) drop the idea of revenge on Gangadhar because he is a more powerful man along with his adopted son Ratan (Shakti Kapoor).
Suraj starts working at a petrol pump owned by Shanno (Bhanupriya) and Jaani (Johny Lever). Shanno and Suraj fall for each other. In the meantime, chaos ensues between Ratan (Shakti Kapoor) and Suraj (Vinod Khanna).
Suraj starts fighting with Ratan and his goons and destroys their illegal activities. The Collector (Raaj Kumar) gets angry with Suraj for taking the law into his hands and orders Iqbal (Raj Babbar) to take appropriate action.
In the meantime, Suraj starts awakening village people to stand against the wrongdoings of Gangadhar Choudhary. Moreover, the Collector (Raaj Kumar) finds Suraj (Vinod Khanna) the right man for Gangadhar and gives him official support.
